Photo rules ask for a size in millimeters, but online forms and photo apps work in pixels. Print shops and most official upload portals expect at least 300 DPI. Always check the exact rules for your application.

A pixel has no fixed physical size, so you need a resolution in DPI (dots per inch). Since one inch is
exactly 25.4 mm, the formula is:
px = mm × DPI ÷ 25.4
At the 96 DPI standard this becomes px = mm × 3.7795. For example, 35 mm × 96 ÷ 25.4 = 132.28 px. At 300 DPI the same 35 mm is 35 × 300 ÷ 25.4 = 413.39 px, which rounds to 413 px.
A high-resolution phone or "Retina" display packs more physical pixels into each CSS pixel, but that doesn't change the CSS result: 10 mm is still 37.8 CSS pixels. Want to know more? Read DPI vs PPI: What's the Difference and Why It Matters.
At the standard 96 DPI used by web browsers, 1 mm = 3.78 px (about 3.78 px). At 300 DPI, used for printing, 1 mm = 11.81 px.
35 mm = 132.28 px at 96 DPI and 413 px at 300 DPI. 35 mm is the width of a standard 35 × 45 mm passport photo.
At 300 DPI a 35 × 45 mm photo is 413 × 531 pixels; at 600 DPI it is 827 × 1063 pixels. On screen, at 96 DPI, it is 132 × 170 pixels.
A4 (210 × 297 mm) is 794 × 1123 px at 96 DPI and 2480 × 3508 px at 300 DPI, the usual size for print-quality A4 documents.
Use 96 DPI for websites, CSS and on-screen designs — browsers always treat 1 inch as 96 CSS pixels. Use 300 DPI for anything that will be printed, such as photos, posters and documents.
